- As known that intention of management of program of PNPM Mandiri very august that is realizing society " Powered" and is " Self-Supporting" capable to overcome various problem of poorness, hence from that execution of program of PNPM Mandiri have to be executed by good according to target, and also fulfill principle and approach of PNPM Mandiri. Activity of PNPM Mandiri not only having the character of reaktif to is emergency, but also have the character of strategicly, because prepared the basis for in the form of strong society motivation to growth of society in the future. Therefore need the existence of social capital between harmonic society element. In society, this social capital become development alternative and enableness of society. Because during the time in execution of Self-Supporting PNPM Sub-District of undeniable Dalpenang still there are constraints both for technical in character and also non technical like its minimknowledge of society, and lack of society participation in activity. Its problems is how social capital form in program of PNPM Mandiri in Sub-District Dalpenang District Sampang Madura at the same time growth of social capital in program of PNPM Mandiri in Sub-District Dalpenang District Sampang of Madura and efficacy program of PNPM Mandiri in Sub-District Of Dalpenang District Sampang of Madura? Approach of theory which is used in this research social capital theory. Theory about social capital express that relation network represent a capability able to be used for the execution of everyday activity. All network member have " capital", for example in the form of privilege (credential) able to be exploited to various need, access to information, availibility of opportunity, and social status. This research is conducted by using approach qualitative with descriptive method. Technique data collecting through: Observation and interview. After done by its inspection of him, data analysed by presentation of data at the same time analysed and withdrawal of conclusion. From result of obtained data that social capital form in Sub-District of Dalpenang is the spirit mutual assistance and victim pattern present what in owning, There isvery high tolerance of impecunious society and its surroundings. During the time social capital in Dalpenang seenat mind energy contribution, network between officer, cooperation, tolerance, and work along to realize what expected by society of Dalpenang, specially the problem of enableness of society. Besides social capital form at society of Dalpenang is to work is same the than direct aid society ( BLM) which drawing many their participation in program, which[is later;then given by guidance to society so that can useful to impecunious society, and forming of saving and loan program and construction. Growth of social capital in program of PNPM Mandiri in society Dalpenang enough nicely. This matter seen at society bravery and participation of releasingopinion, conscious impecunious society progressively or its participation more and more to mount. So that the spirit of togetherness in enableness and development progressively goodness. Like existence of citizen deliberation in following to formulate loan mechanism and development of bergulir in program of SPP. PNPM Mandiri which executed in Sub-District Dalpenang walk as according to step and get positive respon of society.In its execution through citizen deliberation attended by RW entire/all Sub-District of Dalpenang and almost 75% society support execution of program and need there is make-up of socialization concerning this PNPM Mandiri. Real program which have been executed in Sub-District of Dalpenang quite a lot one of them is Saving And Loan Woman program (SPP). PNPM Mandiri have walked better only in its execution is pursued by its minim offund which go down. Fund used to be is powered impecunious society and environmental development still less while solid executed program enough which disagree with provided budget (BOP). Fluency of PNPM Mandiri very is base on of awareness of society, like performing “arisan” as capital of social taken as supporter to fluency of PNPM Mandiri. Keyword: Social Capital, PNPM Mandiri.
