The party declaration was based on the democracy failure and people un-trust to the existing political party. HANURA branches has reached all over 
the country and one of them is HANURA Nganjuk Residence which passed the verification and legal to be one of the party in General Election 2009. Related with this, there needed a strategy to win General Election 2009. 
The research was descriptive. The location was on HANURA Nganjuk Residence secretary office, with the subject was the leader of HANURA Nganjuk Residence, vice-leader of HANURA Nganjuk Residence, and the chief of General 
Election Winning Department (BAPPILU – Badan Pemenangan Pemilu) HANURA Nganjuk Residence. Data collection technique used survey, interview, and documentation. The technique used was qualitative. From the research, here could be explained that to win General Election 2009, HANURA Nganjuk Residence made a grand strategy, where in the grand 
strategy, there were several early capital of the party, they were leader, party name, image figure, vision, and mission, basic budget, general program, organization network, cadre, and management logistic support. In the grand strategy, there was several phase of the strategy supported by internal and external strategy. 
Internal strategy in winning the election was done to strengthen the party itself, where this foundation strengthen effort was done by several phases. One of 
them was member recruitment. Recruitment was done by several phases. The first was member recruitment, recruitment was done by team made which consisted of 
party member and local people figure. Then member cart publishing. The member card aimed to make confession that the person was a member of HANURA. The person would have connection with HANURA Nganjuk Residence and loyalty to 
HANURA NGanjuk residence. What included to internal strategy was cadre making, where in HANURA Nganjuk there were four level. They were first cadre, youth cadre, mid-cadre, and main cadre, in every level they were through the cadre process. 
Beside, HANURA Nganjuk Residence also doing legislative candidate who would be entered the legislative general election. The selection was done according to parameters: position in party, educational level, educational and 
training from the party, work contribution as functional officer, network contribution / popularity, intellectual contribution for party and society, logistic 
contribution to strengthen the party, cleanness in society, situation and condition of the region mastering, ability to lead and cooperation and to become legislative 
candidate from HANURA Nganjuk Residence, the candidate should become HANURA member first. 
HANURA Nganjuk Residence also minimized the conflict, though in HANURA itself there was no structured conflict management. HANURA Nganjuk Residencealso stated target in this general election to support HANURA tactics in general election winning. External strategy of HANURA Nganjuk Residence in winning election were by socialization, vision, mission, and program to the society. The 
socialization was done through several method. By direct face to face, commercial, publication, and Wiranto Post built. In the socialization, there also political education from face to face event. HANURA Nganjuk Residence also did campaign to win General Election 2009. The issue stated were poverty, jobless, and education. It based on the more 
higher poverty and jobless which caused by the low and expensive education. All strategy which was done by HANURA Nganjuk Residence aimed to create positive image in society. After the positive image grew, there hoped that
