- The surveillance of avian influenza by European Union is based on human security perspective, which focused on human protection from all harmful threat. Main point of protection itself is to protect humanity in nationally, regionally, and globally aspects, not only for individual purposes but also government. First surveillance is about to make prevention of Avian influenza’s fast spreading which is hard to be controlled, so it needs some more hard work, and good cooperating system. Cooperation in term of problem solving together is needed to be done. Because it is done in bilaterally or even multilaterally, the avian influenza problems could be solved soon.
