- The background of VCD pirating and its distribution in Tuban is that one factor mainly that supported by the other factors. The main factor is economy, whereas the other one is the lack of law awareness, advanced in the science and technology, punishment that does not as appropriate as law application, and lack of monitoring by law upholder. As from analyze at the field, not only such that factors, but also happened buy and sell the case between suspect and investigator so that the process of investigation VCD pirate cases was stopped and unsolvable. So that the barrier have been faced by government in the investigation beside external barriers (hidden location, the main subject is difficult to be arrest because using the broken off network and uneasy to present main witness). And from the internal factor are the policeman it self.
