- Bali is a steady movement is considered to have a goal keeper and steriil Balinese culture. In the late 1999's were characterized by the presence of regional autonomy contained in the Law. 22 1998, in Bali came a passion to uphold or strengthen Bali. In 2003, after the explosion of the first Bali bombing in October 2002 Kute Legian, Bali steady concept was transformed into a movement. The purpose of this study was to determine the factors - factors that influence the emergence of steady movement of Bali, Form - Form Movement and the impact of the steady Bali Bali steady movement itself. The method used in this research is descriptive qualitative method by taking the study subjects consist of 5 people. Three people working as self-employed, as pecalang 1 person and 1 as a farmer. The research concludes that in Banjar Tebuana, Sukawati village has now applied the steady movement of Bali, is evidenced by the presence of a form - the form of the steady movement by the people of Bali Banjar Tebuana. Such as maintaining security and Balinese culture from outside influences or immigrants, by sweeping the newcomers. Form - the form of activities undertaken by the steady Bali Banjar Tebuana most people are not only affected by internal factors, such as terrorists or the behavior of migrants themselves. But it is more influenced by the group seeking material benefits. As capital group operating in the media industry and tourism sectors or groups konservativ romantic. This is where the role of the capital and conservative groups and construct discourse in shaping the steady Bali which impact or a negative impact on minorities or migrants in Bali.
