- ABSTRACT In the Malang town is very easy to find street vendors (PKL) who are often located around the corners of the town, sidewalks, markets, stations, and not infrequently they are also in places that are prohibited from selling. Their condition is very poor street vendors who sell at town are evicted and arranged. Socitey are affected by cleanliness, and beauty of the town. like race clean, town renewal program, and governor 100 days program. Trunojoyo PKL have been arranged twice by the government. First, PKL of town square was moved to Trunojoyo road in 1999, otherwise, after the first arrangement is done again, the PKL of Trunojoyo are arranged for the second in 2009. Decision that taken by functiories is not optimal enough with the thing to be implemented to decreas the poor of town, still a lot of PKL who have no place to sell. The arrangement of PKL who proved to be a buffer zone. This type of research studies using qualitative methods with the type of descriptive techniques. Using interactive analysis proposed by Miles and Haberman in analyzing the data. While the technique of the collected data using interview, observation, and documentation. Theory used to analyze, among others, Theory of Phenomenology (Peter L. Berger), Theory of Exchange and Power Social Life (Peter M. Blau), Social Theory and Social Structure (Robert K. Merton) In determining the subjects of research that provides information related to the formulation of the problem, researchers use the technique of purposive sampling of seventeen persons (17 persons), four persons (4 persons) who have the authority, two new PKL (2 PKL), nine old PKL (9 PKL) who has been selling for 10 years and two PKL (2 PKL) who just be PKL in 2010. The results analyzed that be gotten based on research finding that the arrangement PKL of PKL in Malang town through the socialiszation of cleanliness and beauty, PKL Trunojoyo are not moved but change the selling shape using tent that sell on 14.00-02.00 and just selling food and beverages are allowed. Meanwhile, the judging of PKL about the central relationship of government is not capable to face complex problem, PKL of Trunojoyo have changed, PKL lost old customers, latently, the arrangement of PKL look clean but actually the cleanliness has changed the PKL to serving the other members.
