- The purpose of the study is to compare the success rate of the financial management between city and region in Blitar to support the implementation of regional autonomy. The research method uses comparative analysis. Basically Comparative analysis aims to compare between one variable to another variable. Regarding the calculation of all existing data that success rate of financial management in the City is better than Regional in managing finances in fiscal year 2009-2012 in terms of regional financial ratios (independence ratio of financial area, effectiveness ratio, the ratio of routine capability index, growth rate and activity ratio). But there are a lot of jobs should be overcome by the Blitar city and region to increase local revenue (PAD) and does not depend on central government a lot to support autonomy in both of them.
