- The objective of this study is concerning to the implementation of political party function according to Article 11 letter A of Law number 2 year 2008 about Political Party in providing political education to people and influence toward people participation within general election by DPC PDIP and DPD Golkar Party of Malang. This studi is aimed to identify the implementation of political party function in providing political education given by DPC PDIP and DPD Golkar Party of Malang and its influence toward people participation within general election. Moreover, this study is analytical descriptive with juridical sociologic approach. The data sources of this study compose of primary data and secondary data. The data collection technique of this primary data is by conducting interview, observation, questionnaire, and documentation. Whereas data collection technique of the secondary data is using literature study, by conducting this the data that has been collected are analyzed by employing such analysis that is descriptive analysis. The results of study about the political education implementation done by DPC PDIP of Malang are divided into two ways, internally and externally of party. As internally, that political education is given to the party’s cadres, and as exteranally the political education is provided to people in general especially for Malang people. Whereas for political education given by DPD Golkar of Malang which is as collectively, in other words is in together way with the Golkar cadres and its fractions in the Legislative side, the implementation of its education political is by conducting such socialization. Based on the result of this sudy, those political educations done by both two parties mentioned above are only done in three important momentums, they are in the commemoration of National day, religious day commemoration, and come close to the general election, so it can be concluded that the political education given by those two parties is not satisfied in providing ideally political education, in other words that the political education should be given continually. The influence of political education given by DPC PDIP and DPD Golkar toward the people participation within general election in Malang, as far as does not give a significance impact toward the people participation within general election, that can be seen from the many of absence rate obtained by Malang in conducting general election of the last President in 2009. It is noted that Malang has an absence rate as 26% compared to the Presidency election established in 2004 where is the absence rate of Malang has only reached 22%
