- City Sidoarjo is a big city near the metropolis of Surabaya, as the city is quite advanced and is known as a center housing (Real estate), trade and industry. This resulted in the increasing demand for transportation services, primarily to meet the transportation needs of the movement with moderate or far away. Problems that arise are the determination of city transport fares which is now done there are some differences of opinion, in which the community as users generally argued that the tariffs applied now favors public transportation operators or employers without looking at the user's purchasing power resulting from the crisis and fuel price increases. Therefore it is necessary to study in particular can find the appropriate tariff. To achieve the study objectives, the analysis is to calculate vehicle operating costs of public transportation route sidoarjo - Krian. Which would then be used as a reference to determine the basic costs perkendaraan and to determine the amount of passenger fare. For the evaluation of urban transport services is based on survey results and then evaluated using standard indicators of urban transport services the Department of Land Transportation. From the evaluation results obtained appropriate rate of vehicle operating costs amounted to USD 4372.06 / PnP. While the performance evaluation of city transportation services obtained at rush hour load factor of 2.06, outside of rush hour load factor of 1.13, travel speed 31.16 km / h, Headway at 2.61 minutes, average journey times for 1.58 minutes / km, the time of service 15 hours, the frequency of 23 vehicles per hour, the number of vehicles that operate 95.15%, the average waiting time of 1.035 minutes, beginning and end of service time at 5:00 a.m. to 8:00 p.m. with a total weight value all that is equal to 23 and meets the standards of city transport service with both criteria (18.00 - 24.00).
