  • The existence of political party is product of democracy, snd its occurrence has shown us that within the community there are different opinions. The higher and more complex of this differences revealing the heterogeneity of our community’s expectation and demand. Political party and influential group are moderate organizations delved in political processes. The importance of its existence due to democratic growth must reflect in statutes regulation. As we noted, only political party has the right to proposed candidate during the election. The major points is, within political processes during election, there shouldn’t be deterioration or vanishing the role and existence of political party. Political party who wins the election usually runs this process. They would try to change governmental task and its power, and use it to achieve their own political party goals and objectives. In parliamentary recruitment context, there are few symptoms non-conducive toward democracy development, that is: (1) Proportional election system has ignored oligarchy dominance within recruitment process. (2) The recruitment process is not conducted in openness and participatory. (3) Within the recruitment process, linkage (relation) is not established between the political party and community. (4) Within the recruitment process, political party usually implementing “asal comot” approach toward candidates and consider them as “political machine”. (5) Campaign process (as part of the recruitment mechanism). (6) General election process and recruitment process both work in “floating mass-massa mengambang” context which is less educated and critical. Problem formulation in this experiment is (1) hoe does recruitment process of DPD Golkar party in Ponorogo Regency toward Legislative Election 2009? (2)What are problems faced by DPD Golkar party in Ponorogo regency, in those recruitment process? Type of experiment is descriptive experiment. Data source taken is primary and secondary data. Data collection techniques consist of (a) interview (b) observation and (c) documentation. Data analysis methods used in this experiment is qualitative nature. Based on the result of the experiment, there are several conclusions as follow : (1) Recruitment process of DPD Golkar party in Ponorogo regency toward legislative election 2009 has been done through selection (a) Based on organization structure, in which structural selection inside the organization cocer several aspects such as : 1). Dedication aspect, 2). Functional assignment aspect, 3). Experience and influential aspect, 4). Formal education aspect, 5). Sustainability and regeneration aspect, 6). Age aspect, 7). Gender equality aspect.(b) based on political selections, which is selections done politically referred to valid norms or statutes in Indonesia. (c) Problem faced by DPD Golkar party related with the recruitment of legislatives candidates member is problem to investigate track record of the legislatives candidate member.
