- ABSTRACT Udayana Garden development is Mataram government’s idea, this acreage is only completed by farms and reforestation, left and right side along Udayana street. The development of Udayana garden as city garden has significantly impact on Karang Baru citizen, especially on their job. Since the ixistence of Udayana garden, many of citizen turn their job as seller of Udayana garden. Udayana garden development carry a great impact in group impact, there are socially and economically. In this study, researcher using qualitative descriptive research method, and the reseach location in Karang Baru village of Mataram, source data are primary and secondary. The data analisis used data reduction, crossectional selection, so obtained data appropriate with research substantion. Data display, is simplification of complex matter into short naration appropriate with data criteria and clasification based on problem abbreviation. Data analysis, have the goal to know the effort successive and the effort failure. In this research using some theories, there are sistem theory by Nikhlas Luhmann, in his view, a system as not simple as their environment, in spite of the system as not complex as their environment, but system still expanding some new subsystems. While in Talcott Parsons’s view, try to indicate that (1) the system is being alive and reacts to their environment (2) the system ”surviving their organization pattern and both functions different with their environment, and in some case more stable compare with their environment.” He emphasize that the life system is open system; that is experience reexchange with their environment. Udayana garden development carry a great impact in citizen society, that happen before and after the existence of Udayana garden, there is a change in citizen life. Before the existence of Udayana garden, social system in citizen is very tight, it is indicate from many citizen activity that could participated by citizen who turn as seller, but after the existence of Udayana garden, rarely, citizen could participate many citizen activity. While, economically, before the existence of Udayana garden, the citizen of Karang Baru village is hard to fill their daily needs, because their income is very minimum. But after the existence of Udayana garden, the citizen of Karang Baru village could fill their daily needs, even they could put their children to go to school.
