  • The role of LPMK in development planning in sub district level proved to be quite large, especially in Pandanwangi sub district of Blimbing district, Malang. As result, the development in Pandanwangi area still needed to be improved and built though there have been a lot of development programs done by LPMK in supporting facility for society beneficial. Instead of society, the governmental officers were needed as proponent and guide for the succession development in this sub district that the consequence in satisfied result for society as well as the government officer itself. This research used qualitative descriptive approach. The data colleting technique used Observation, interview and documentation. Having validity estimation, the data were analyzed through data presenting and analyzing and making conclusion. In line with the data obtained the finding showed; (1). The role of LPMK in supporting development planning in Pandanwangi sub district, Malang, as facilitator in development planning, was conducted side by side with RT and RW leaders by conveying and asking them in constructing opinion of developmental activity. LPMK as mediator has duty to socialize opinion results of development plan that already decided and became sub district RPJM and RPKT to all society elements. LPMK as motivator, or institution of managing society in sub district level was demanded having ability to give assist and motivate society in each RT/RW to always appear and take apart actively in development planning. LPMK as dynamist , in making optimum society management process, has to be smart and wise in watching and seeing various activities in society that seem to be dynamic, place itself among them in order to directly support the society to be actively involved in development activity in their area of living. (2). The obstacles faced by LPMK in planning development of Pandanwangi sub district, Malang, referred to society passive in giving ideas of development when activity of development planning conducted, moreover the coordination output were hardly implemented because of less consciousness of some society in planning development. Therefore, the agreement became appearance one. Besides, the ability of available society institution in sub district seemed to be less covered in motivating the society to take apart in development. In line with the fact above, it concluded that LPMK role in planning development in Pandanwangi sub district, Malang, proved less maximum in doing its role as institution of managing society. The obstacles faced by LPMK referred to less consciousness of some society that mostly effected by their wealthy condition and the role of LPMK itself. Based the result, it hopefully appears new step as well as conducts socialization and communication with society therefore they feel needed in role whether in planning as well as in development. It also needs quality increase of LPMK role in improving Society participation.
