- Autonomy means every region got freedom in processing their fiscal capacity. Related with decentralization, the efficiency measurement became the most important needs in this fiscal decentralization era. Efficiency is the most important tool for regional government financial performance. Since efficiency is not only the financial performance indicator, but also the performance of regional government in processing all their resources. Besides, financial accountability got important since the Central Government regulation pushing participation and mobilization of regional government in increasing Government effectiveness and efficiency. The public sector organization has faced pressure to be more efficient, calculating economic and social cost also negative effect for the activities. The regional government as public sector organization pushed to give better service quality to increase the regional original income. The research aimed to find out the efficiency level of regional residence government financial performance in East Java based on Data Envelopment Analysis. Capital expense as input. Regional Original Income and Economic Growth as Output. From the research there found that there two Residence/City Government which reaching optimal efficiency. But most of the Residence/City’s government in East Java has inefficient performance efficiency. It happened because of the un-optimal Regional Original Income by the government comparing with the capital.
