- This research is case study at local goverment Gerbangkertasusila in East Java with headline “Efficiency analysis and effectyvity PAD local goverment Gerbangkertasusila ( Gersik, Bangkalan, Mojokerto, Surabaya, Sidoarjo, Lamongan) in East Java”. Purpose of this research is description to and analyses standard performance of local goverment Gerbangkertasusila based on PAD. This research studies Area Expense Revenue Plan the year 2003-2005. Analyzer applied to know standard performance of area by using standard ratio analysis of area that is, efficiency ratio and efectivity ratio. Result of inferential calculation of local goverment having effective standard performance in time series from the year 2003-2005 is Local Goverment Gersik, Mojokerto, Surabaya, and Sidoarjo. For the year 2003 is Local Goverment Bangkalan, Mojokerto, Sidoarjo, and lamongan. For the year 2004 is local Goverment Gresik, mojokerto, surabaya, and sidoarjo. For the year 2005 is Local Goverment Surabaya. While Local Goverment having efficient standard performance in time series from the year 2003-2005 is Local Goverment Gresik, Mojokerto, and Sidoarjo. For the year 2003 is Local Goverment Gresik, Bangkalan, Mojokerto, and Sidoarjo.For the year 2004 is Local Goverment Gresik, Mojokerto, and Sidoarjo. For the year 2005 is Local Goverment Gresik, Mojokerto, and Sidoarjo. Development of effectivity rasio Local Goverment Gerbangkertasusila the year 2004 tending to shows negativity value. Means that Local Goverment Gerbangkertasusila is not able yet to maintain or ancreases development of effectivity ratio. Development of effectivity ratio Local Goverment Gerbangkertasusila the year 2005 tending to shows value positif. Means that Local goverment Gerbangkertasusila can maintain or increases development of effectivity ratio. Development of local Goverment efficiency ratio Gerbangkertasusila from the year 2003-2005 tending to shows negativity value. Means that Local Goverment Gerbangkertasusila is not able yet to maintain or increases development of efficiency ratio. Based on description is upper, writer can suggest is better if local goverment Gerbangkertasusila to depress as of possible minim expense of collector PAD, maintains lever of efficiency and effectivity and optimal of potency owned.
