- Although decentralization has been the major theme in the field of public administration within the last five decades, there is still diverse understanding of it. One of the confusions is that decentralization is frequently perceived contrary to the deconcentration. Such confusion leads to the imbalance in theoretical sources and policy framework on deconcentration compared to decentralization.To provide a deeper picture on deconcentration and decentralization, this paper tries to elaborate the fundamental idea of the deconcentration and decentralization, its impact and relationship, its historical development, as well as its difference in the notion of power sharing among levels of government.
