- Teachers are the most significant factors in the educational process and policy that contribute to the outcome of established students by developing the effectiveness of teachers. For teaching listening, today's world requires that the goal of teaching listening should improve students' communicative skills. Therefore, this research is going to show and explain what actually the competences that should be teachers have to teach and investigate the teachers needs in teaching listening based on their need as a teacher, especially to teach listening in the 21st century. A qualitative approach will be used to acquire a comprehensive and deep understanding with literature review technique. Then, the result of this study revealed that the characteristics of ideal EFL teacher seen from their good concept, skilful, technologically use, and have a good techniques and strategies in teaching listening after identifying and concluding find out using critical literature review in this research. In general, teachers need to do in order to qualify as a 21st century teacher should be reflective as an english teacher, developing teacher's competences such as pedagogic competences, personality competences, social competence and professional competence.
