- The development of technology and information will affect all elements in the world. One of them is the element or field of education where it depends on the school that provides good technology and information as well as on teachers who have competence in processing a learning activity. There are several competencies that must be possessed by teachers, including pedagogical competence, which is the teacher's ability to manage student learning. All teachers in any field are required to master the pedagogical competence, especially for English teachers who have difficulty in managing the classroom to be more effective. Therefore, for pre-service English teachers who are practicing in the field at school, they should learn more about the pedagogical competence in the teaching and learning process, especially in the 21st century. This study explores the needs of pre-service English teachers in pedagogical competence in the 21st century and aims to find out how pre-service English teachers develop their pedagogical competence in teaching in the 21st century in qualitative studies through observation, interviews and documentation. The data were analyzed descriptively and used a research design, namely a case study and this study explains how pre-service of English teachers develop their pedagogical competence in teaching in the 21st century and the results can predict how the needs of pre-service of English teachers in developing their pedagogical competence in the 21st century will be. Data analysis shows that the needs of pre-service English teachers in developing their pedagogical competencies are eight needs The needs are interrelated with each other in helping pre-service teachers develop their pedagogical competencies in the 21st century.
