PP Nomor 48 Tahun 2014 ini merupakan PP pengganti dari PP Nomor 47 Tahun 2004, tentang biaya nikah yang dilaksanakan di KUA dan dilaksanakan di luar KUA. Dengan adanya perubahan biaya nikah tersebut pasti akan berpengaruh kepada masyarakat dalam memilih tempat melaksanakan akad nikah. Sehingga keadaan ini menjadi daya tarik peneliti untuk melakukan penelitian lebih lanjut mengenai pelaksanaan akad nikah setelah keluarnya PP Nomor 48 Tshun 2014 di KUA Kecamatan Selopuro Kabupaten Blitar. Serta permasalahan lain yang berhubungan dengan masalah tersebut.

Penelitian ini fokus pada kecenderungan masyarakat Selopuro dalam memilih tempat pelaksanaan akad nikah setelah keluarnya PP Nomor 48 Tahun 2014 dan respon pegawai KUA Kecamatan Selopuro, Kabupaten Blitar tentang keluarnya PP Nomor 48 Tahun 2014. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian lapangan (field research) dengan menggunakan pendekatan kualitatif dalam rangka analisa data yang diperoleh di lapangan. Data primer di dapat dari wawancara dengan masyarakat dan pegawai KUA Kecamatan Selopuro, Kabupaten Blitar. Sedangkan data sekunder di dapat dari dokumentasi dan literatur yang terkait dengan penelitian ini.

Hasil penelitian ini bahwa dari data yang ada di KUA Kecamatan Selopuro, Kabupaten Blitar setelah keluarnya PP Nomor 48 Tahun 2014, masyarakat cenderung banyak memilih melaksanakan akad nikah di KUA dengan alasan tidak dipungut biaya atau gratis. Sedangkan kalau nikah di luar KUA bayar Rp. 600.000. Adanya peraturan baru PP Nomor 48 Tahun 2014 ini direspon positif oleh pegawai KUA Kecamatan Selopuro, Kabupaten Bitar. Karena dalam PP ini aturan tentang biaya nikah di KUA dan di luar KUA sudah jelas. Sehingga pegawai tidak perlu ragu untuk menghadiri nikah di luar KUA karena aturannya sudah jelas.

Government Regulation Number48 Year2014is thereplacementofGovernment Regulation Number47Year 2004, concerningthe cost ofmarriageconductedinKUAandcarriedoutKUA. By the existence of marriage cost changes certainly affect to the community in choosing the place to implementing marriage contract.This condition becomes focus of researcher to do research about the implementation of marriage contract after the excistence of Government Regulation Number 48 year 2014 in KUA Selopuro, Blitar Regency. And also other problems that related to the issue.

This research focused on the tendency of Selopuro community in choosing the place of implementation marraige contract after the existence of Government Regulation Number 48 year 2014 and response officers of KUA Selopuro Subdistrict, Blitar Regency about the excistence of Governmnet Regulation Number 48 year 2014. This research is field research using qualitative approach in the framework of analysis of the data obtained in the field. Primary data is obtained from interviews with community and officials of KUA Selopuro, Blitar Regency. While secondary data obtained from documentation and literature that related to this research.

The results of this research is from data in KUA Selopuro, Blitar Regency after the excistence of Government Regulation number 48 year 2014 the community more selective to do Marriage contract in KUA with the reason is marraige in KUA is no cost or free. While if marriage contract done in outside KUA must pay the cost Rp.600.000 . The existence of the new regulation in the form of Government Regulation Number 48 year 2014 it responded positively by employees of KUA Selopuro Bitar Regency. Because of this regulation the marriage cost done in KUA and outside KUA is clear.
