- This discussion focused on learning culture which embodies the attitude to keep learning and make learning as a necessity rather than demands. The picture is very pronounced in the golden age of Islam that makes learning (thalab al ilm) as needs and worship. Attitudes condition that needs to be cultivated on teachers who in fact an agent of learners. Hasan Langgulung states there are 3 basic conditions that must exist so that learning can take place, ie stimulus, response, and reinforcement. In the context of management learning culture that can be realized through the three elements that support and complement each other: (1) commitment, (2) partnership, (3) empowerment. Thirdly it will be the focus of a study conducted at the Al Hikmah Elementary Surabaya and Gresik YIMI junior high school who has proven to be a quality Islamic educational institutions. This discussion uses qualitative research that will reveal emerging reality. The results of this study are expected to explore the values of Islam to be a spirit in the development of Islamic education
