- The aims of this research were to describe the mechanism and growth of income generating project for small farmer and fishermen in Bogor, to analyze the problems what faced, goodness from side PT. Bank Rakyat Indonesia as creditor and also small farmers and fishermen as borrower of P4K program, and to give recommendation which must be applied by BRI Branch Office Bogor considered external and internal factor in order to P4K program affectivity. This research in done by using method of case study of BRI Branch Office Bogor. The primary data is gained from the result of an interview and the questioners from both internal and external environment of the company. The sampling method used in this research were Purposive Sampling. The data analysis use External and Internal Matrix and SWOT analysis. From the result of this research, base on External and Internal matrix and SWOT analysis of P4K program is considered stable, therefore, the recommended strategy is market penetration and product development.
