- The aims of this study are to analyze the factors influencing the development of soybean commodity; to analyze tlie cause of its low level of production per hectare (productivity), production and the low level of income from soybean farm operations; and to formulate appropriate alternative strategies to develop soybean commodity in the Province of Bengkulu. Tlie method of study used is a descriptive method based on a case study happening in the Province of Bengkulu. A descriptive data analysis is meant to discover the condition of agribusiness system for soybean. The farm operation analysis is carried out to discover the level of profit gained by soybean farm operations. The SWOT analysis is carried out in order to obtain a formulation of alternative strategy, and to obtain a responsive description of agribusiness system Tor soybean toward environmental factors (internal and external). The result of this study shows that internal environmental factors influencing the development of soybean commodity in tlie Province of Bengkulu in form of strengths are: the availability of facilities and infrastructure, the land potential, the continuous empowerment, the farm operating experience, the availability of institution and family work force. The internal weaknesses cotnprise of the relatively high input, the weak access to capital, the low productivity, the lack of location specific-technology, the lack of subsidy, and tlie low level of business surplus. While the influential external environmental factors are: the high market demand, the better price policy, the status as a strategic commodity, the availability of capital credit, tlie growing agroindustry, and the regional autonomy/decenhalization. Apart from that, there are also threats, namely, tlie high level of pestsldiseases, the imported soybean or the soybean from other provinces, the unpredictable climate, the lack of seed availability, other substitute productslfood crops; and tlie high inflation. This study result also shows that the soybeanagribusiness system operating in Bengkulu during this time has responded to the internal factors quite well. The development strategy for soybean commodity has not effectively utilized the existing opportunities and has not effectively ~ninimized the effect of negative external threats. The low level of soybean production is caused by the decrease of harvest area and the low level of production per hectare (productivity). The low level of productivity is caused by the weakness of the technology used, the limited production facilities used, and the low level of agricultural human resources quality. The low level of soybean farm operation income is caused by the low level of soybean price in the level of farmerslproducers, the low level of productivity, and the relatively high cost of production facilities. From the SWOT analysis, there are five alternative strategies for developing the soybean commodity in the Province of Bengkulu, as follows: ( I ) Tlie Strategy for Developing and Utilizing Potential Land, (2) The Strategy for Simultaneous Movement and coordination, . . . .
