- The objective of this study was to find the empirical evidence whether or not the representativeness of the learning activities based on the Reading and Writing skill that were represented by English summative test for the second year students of SMP N 13 Tangerang Selatan had good category and in line with the required content of the English syllabus. The method of this study was comparative descriptive method. The writer compared the summative test items to the required content of the English syllabus, and then she described the conformity and the unconformity of the test items with the required content of the English syllabus. The finding of this research showed that 3 of 15 learning activities of Reading skill and 1 of 10 learning activities of the Writing skill and also 5 of 5 required text types in the English syllabus were represented by English summative test. So, the level of content validity of the English summative test for the second year students of SMP N 13 Tangerang Selatan, in the even semester of the 2011/2012 academic year was 30 % or fell into < 40 % which meant bad. Regarding to this result, the writer found some causes about why the test maker did not represent all the required learning activities based on Reading and Writing skill and it happened because most of the students still have low competence, so the teacher just taught the easiest learning activities. Besides, it happened because the limitation of the time. In fact, there were many learning activities recommended in the English syllabus, so the teacher just limited the easy learning activities for the students.
