- ABSTRAK WAHYUNIYULISTIAWATI. Evaluasi Pelaksanaan Program Manajemen Terpadu Balita Sakit (MTBS) di Puskesmas Mabelopura Kecamatan Palu Selatan Kota Palu (dibawah bimbingan Abd. Rahman. dan Muh. Ryman Napirah). Peminatan Administrasi dan Kebijakan Kesehatan Program Studi Kesehatan Masyarakat Fakultas Kedokteran dan Ilmu Kesehatan Universitas Tadulako Oktober 2015 Manajemen Terpadu Balita Sakit (MTBS) adalah sistem untuk menangani balita sakit secara terpadu yang dilaksanakan di Puskesmas Mabelopura namun dalam perjalanannya program tersebut belum maksimal. Pada tahun 2014 untuk cakupan pneumonia di Puskesmas Mabelopura terdapat 63% angka kesakitan, diare sebesar 46,7%, malaria 100%, campak sebesar 91,2% dan neonatus sebesar 87,8%. Tujuan penelitian ini adalah untuk mengevaluasi input, process, output dalam pelaksanaan program Manajemen Terpadu Balita Sakit (MTBS) di Puskesmas Mabelopura Kecamatan Palu Selatan Kota Palu. Jenis penelitian yang digunakan ialah kualitatif deskriptif dengan teknik triangulasi. Jumlah informan yang digunakan adalah 5 orang. Analisis data menggunakan pendekatan analisaisi (content analysis) dengan teknik matriks. Hasil penelitian menunjukkan bahwa Puskesmas Mabelopura dimana aspek input menunjukan hasil yang belum maksimal dilihat dari ketersedian fasilitas, sumber dana, dan tenaga/SDM belum mendapatkan dukungan dari Dinas Kesehatan, aspek process belum sesuai dengan pedoman dari program MTBS dilihat dari keterpaduan praktek MTBS, kepatuhan petugas terhadap standar MTBS dan alur pelayanan, sedangkan dari aspek output sudah memenuhi dari segi cakupan kunjungan pelayanan balita tetapi dari segi supervisi belum maksimal. Diharapkan Dinas Kesehatan Kota Palu menganggarkan sumberdana untuk pelaksanaan MTBS sehingga input, process yang belum maksimal bisa teratasi dengan efektif dan efesien, sedangkan dari segi output peningkatan pelaksanaan supervisi MTBS dengan disertakan bimbingan teknis. Data were collected using triangulation techniques and analyzed by using content analysis approach with matrix technique. The number of informants used is 5 people. The results showed that Puskesmas Mabelopura in inputaspects have not maximized yet seen from the availability of infrastructure, resources, and personnel has not received support from the Department of Health, process aspects have not in accordance with the guidelines of the IMCI program from IMCI practice intergration, the compliance officer to the standard IMCI and service flow,while from the output aspect has fulfilled terms of service visits infant coverage but in terms of supervision is not maximized. Based on this study, hopefully Palu City Health Department allocates resources for the implementation of the IMCI so that input, and process were not maximized can be resolved effectively and efficiently, while in terms of output can increase supervise implementation of IMCI with the included technical guidance.
