- ABSTRACT This research aims on describing liberalization of higher education in Indonesia in accrodance with General Agreement on Trade in Services (GATS). The research describes how liberalization order of education services in GATS provision and has higher education in Indonesia sustained liberalization. The result of this research will be useful to explicate facts related to the order of liberalization on higher education in GATS provision and the implementation at Indonesia higher education. This research applies method of qualitative-descriptive as a means of describing and processing data according to writer’s understanding. This research utilizes several concepts- liberalism, neoliberalism, liberilazation, liberalization of higher education, public goods, private goods, on analyzing liberalization of higher education service on GATS provisoon and liberalization of higher education in Indonesia. The finding in this result is that the rule of liberalization of higher education on GATS, higher education is positioned as private goods and the shifting of higher education in Indonesia from public goods to private goods. GATS is common interesests of developed countries in WTO, and Indonesia committed to the GATS provision as form of Indonesia’s national interest.
