- The aim of this research is to compare the determining policy of general service retribution rate in Padang, Padangpanjang, Bukittinggi and Payakumbuh. The object of this research concludes: the Health Department, the Market Department, and the life environment department in research area. The area research election by using Purposive Sampling method based on the larger region retribution post potential income.
