- Cikidang river is located in Cisungsang Village, subdistrict of Cibeber, district of Lebak, Banten Province, is potential for minihydro power plant because of the water flow and water fall height have a potential. Law no. 30/ 2009 about electricity recommended that the development of renewable energy is important and private parties are encouraged to participate in the investment of electricity power generation. There is still much area which do not have access to electricity are abundant especially in remote upstream area. The objective of this research is to check the reliable discharge, extreme discharge and optimum water fall height of Cikidang River for planned study location for sustainability. And the main infrastructure of minihydro power plant is designed to assess the reliability of subsequent operation. Explorative, quantitative and descriptive are used in this study which starts with collecting data of rain fall, automatic water level recorder (AWLR), climatology, topography, and Indonesia earth map. The extreme discharge level of 100 years period under analysis was taken by using three methods i.e.,: HSS Nakayasu, Weduwen and MAF methods, indicating the extreme flow ranges between 55 m3/sec to 114.04 m3/sec. The reliable discharge of river catchment area of Cikidang River estimated by using three methods,i.e.: NRECA, F.J.Mock and level duration curve methods, indicating the reliable discharge ranges between 2.00 m3/sec until 2.19 m3/sec. The reliable discharge value was used to design intake building, sand trap, waterway, heapond and penstock. With reliable discharge of 2.1 m3/sec, water fall height of 59.14 m and the turbined and generator efficiency of 83% the estimated power of minihydro power plant would be 1.01 MW. Based on discounted rate 15%, construction time 1 year and building plans period 30 years the minimum electric tariff produced would be Rp. 540/kWh. With total investment of Rp. 21,152,000,000.00, NPV method with 15% discounted rate indicate that the return period of investment would be 6 years.
