- In 2005 the government of Binjai needed a peace of land to build a UPTD (Regional Technical Implementation Unit) office for fish hatchery of Livestock and Fish Service where the project of providing the land began its plan in 2004 and the implementation began at the end of 2005. The last process of providing the land completed in 2006 so that the new President Regulations of the Republic of Indonesia no.65/2006 came out. There were three kinds of government executory provisions; namely, the President Regulations No.36/2005 which consisted of the President Decree No.55/1993 and the President Regulations No.36/2005 itself and after the appearance of the President Regulations No.36/2005; namely, the President Regulations No.65/2006. The legal basis of providing the land was the President Regulations No 36/2005. The process of compensation conducted by the Municipal Government to build the UPTD office for fish hatchery of Livestock and Fish Service in 2005 had met the procedure which was based on the Regulations of the State Minister of Land, in this case, Head of National Land Board of the Republic of Indonesia No. 1/1994 on the implementation of the Regulation of the President of the Republic of Indonesia No.55/1993 on the land provision for the implementation of public utility. The agreed compensation between the residents and the government of Binjai was Rp. 22,480 (twenty two thousand four hundred and eighty rupiahs) in cash for each square meter for the total number of 4,474.75 m2 (four thousand four hundred and seventy four point seventy five square meters) or the total of Rp.100,592,380 (one hundred million five hundred ninety two thousand three hundred and eighty rupiahs) as it was stipulated in the Mayor Decree no. 593/2129/K/2005 on September 16, 2005.
