  • Civil Servants is one element of the state apparatus aimed at the civil servants who hold public services fairly and equitably in accordance with the mandate of the Constitution of 1945. To achieve these objectives, it required the Civil Servants who are professional, fair and responsible. In addition, the Civil Service should be managed in a system of career coaching for Civil Servants, as mandated by Law of Republic Indonesian Number 43 of 1999. The system to build Governement employeer career is systematic effort, plan with standard and process that make harmony among employeer potential with organization needed. As a newly formed district, Pakpak Bharat faced with conditions of insufficient numbers of civil servants which are eligible to be appointed to the structural position, whereas the Government of Pakpak Bharat must do its function as a public servant. For that, in filling the positions, they don’t always comply with laws and regulations that govern them. This research have characteristic like empiris norm, the method was used with study of legislation, cheked many books from library, read jurnal and paper along with primer data by means of research in Pakpak Bharat. In a way, the Government of Pakpak Bharat strives to improve the condition. Either through the recruitment of candidates for Civil Servants who have the competencies and skills that can later be placed in a structural position nor coach and develop the structural capacity through education and training. In the future, the Government of Pakpak Bharat can implement a Civil Service Career Coaching well.
