  • Gambling in the historical process is not easy to be eradicated. In essence gambling is an act contrary to religious norms, morals, ethics and law, and endanger the livelihood and life of the community, nation and state. Various efforts have been made the Police of the Republic of Indonesia in preventing and combating gambling, but gambling still flourished in the midst of society. The problem in this research is how Police Policy of the Republic of Indonesia in handling cases of gambling in the jurisdiction of Police Resort Asahan shavings and whether factors that inhibit gambling crime prevention by law enforcement officials in the region pokes shavings. To answer these problems do research with normative juridical approach of juridical and sociological. Normative juridical approach used to analyze the concepts of law and regulation relating to gambling, while the juridical sociological to see Community law as patterns of behavior as social forces. The data source that is of primary law, secondary law materials, and legal tertiary. The collection of data through the primary data through fieldwork (field research) and secondary data through the study of the library (library research). The results showed that the role of Police of the Republic of Indonesia in crime prevention is based on the theory Hoefnagels gambling on crime reduction policies (criminal policy) is through the approach of criminal law (penal) and approaches in addition to criminal law (non-penal). In a non-penal approach, police efforts done by preventive and preemtif (community police activities and counseling), whereas in the penal approach, namely the police role during the pre-adjudication and post adjudication stage. The factors that become an obstacle in the response to crime of gambling at the police resort Asahan Policy Act, law enforcement officials, and legal culture of community. Based on the results of these studies recommended in the eradication of gambling should be done by using an integral policy, because policy enforcement for crimes can not be done only by the police. All components of society should be actively involved with crime prevention efforts gambling.
