- This study aims to determine the effect of region income, the General Allocation Fund and the Special Allocation Fund Index Pembagunan Against Man In District And City of Provinsi Sumatera Utara during 2005-2008. The data used is the Budget Realization Report District and the city used as a sample which was published through the website and www.bpk.go.id www.djpk.depkeu.go.id and The Biro Pusat Statistics (BPS) of Provinsi Sumatera Utara. The method of analysis used in this research is quantitative method, with panel data analysis or pooling least square (PLS). The sampling method used is the method of panel data, which is the result of combining cross section data and time series data. The Variable is local rebenue (PAD) as the variable X1, the General Allocation Fund as a variable (DAU) X2, and X3 the Special Allocation (DAK) Fund as well as dependent variable is a variable index of Human Pembagunan Y with a total of 15 samples per year and 7 City District. Research results show that revenue (PAD) has positive influence on Human Pembagunan Index while the General Allocation Fund (DAU) and Special Allocation Fund (DAK) negative for human Pembagunan Index.
