- This study aims to examine the effect of independence level of Fiscal and Pendapatan Asli Daerah of the Human Development Index through the Capital Expenditures as an intervening variable in the District/Cities North Sumatra Province. This research is a kind of causal research. Data Collection was done by collecting secondary. The population was a total of 33 District Municipality (25 districs and 8 cities) in the Province District/Cities North Sumatra. The sample used in this study were 22 District/Cities (15 District and 7 Cities) at the start of year 2005-2009. By doing a purposive sampling method. The result showed that the level of fiscal independence, Pendapatan Asli Daerah significant effect on the Human Development Index. And the research also showed that the level of fiscal independence through Capital Expenditures as an intervening variable effect indirectly to the Human Development Index.
