- The presence of an investment to the area for develop once for capital will be impact to the people and the environment. Most companies are only take the benefit from capital vine without thinking about the social responsibilities to the public. Many exploitation of natural resources and environmental destruction around the operating company (investor). Law Number 25 Year 2007 regarding Investment in Article 15 letter (b) and Article 17 governs the obligations of investors in the implementation of social responsibility. The thesis take about the concept of corporate social responsibility (corporate social responsibility / CSR) in the form of investor legal entity, not legal entities and individuals, and about the implementation of corporate social responsibility associated with the Law Number 25 Year 2007 concerning Capital Investment on society and the environment surrounding the company investor and about social and environmental responsibility is implemented by PT. Indonesia Asahan Aluminium (PT. INALUM). This research uses a normative legal with a qualitative approach, which refers to the values and legal norms contained in the legislation. The data used in this research is secondary data consists of primary legal materials, legal materials, secondary and tertiary legal materials. The conclusion from this research that corporate investors are not a legal entity, including personal business, social responsibility and equipment shall be carried out. Therefore there are no statutory provisions governing the implementation of social responsibility for companies investor non legal entity, the obligation is carried out by using the measure of decency and fairness set by the company by paying attention to corporate finance. Suggestions in this research is the need for implementing regulations concerning the implementation of CSR for investor capital in the form of legal entity, not legal entities and individuals and need immediate promulgation of implementing regulations for Article 74 of Law Number 40 Year 2007 Limited Company in order to realize the legal certainty in the implementation CSR.
