- Urban sprawl development for Medan City unites the business and trade centres and the government centre in the CBD area of Medan. Tentative concept of Urban Spatial Arrangement causes the City Government of Medan has no power and authority on deciding locations for the businesses of investors in accordance with the RTRW Master Plan and so far the spatial arrangement and the urban transportation systems follow the desires of the investors. Consequently, this causes severe traffic jam that could spread to whole the city area and spread to whole time because the distribution of the traffic is focused on the CBD area and as well causes air and noise pollution, low health quality and decreases morality of inhabitants which further increases the criminality level of the city. The concept of satellite cities is offered to be applied in Medan. In addition the revitalization of public transport systems, which is also the core problem of traffic in Medan, is also offered in this paper.
