- Philosophically, instutionalization is a rehabilitation system that has far leaved the retrebutive philosophy ( revenge), deterence and resociallization. In the article 2 of the Laws no.12 of 1995 regarding rehabilitation, it is confirmed that the objective of the rehabilitation system is implemented for building a rehabilitated community to b actual comonity, bewaring their mistake, correcting themselves and even can actively participate in development and can make their life properly as a good and responsible community. In order to achieve th objective of the rehabilitation system, a program is required for a prisoner such as parole and leave to see their families. The formulated problem of the study included to where the extend the effect of parole and leave of seeing the family on the behavior of a prisoner in the Lembaga Pemasyarakatan ( Rehabilitation Center) Class I Medan ? The hypotesis included the parole and leave of seeing the family have and effect on the behavior of prisoner in the Rehabilitation Center Calss I Medan. The objective of the study is to know and analyze the effect of the parole and lease of seeing the family on the behavior of a prison in the Rehabilitation Center Class I Medan. The Theory used to support the discussion of the study included public policy and behavior theories. The population of the study included all the prisoners who have received their parole and leave to see their famillies of 148 prisoners. The sampling was done by using Slovin’s formulation. The number of samples was of 108 prisoners. The methods of data collection included interview, questionnaire and documentary study. The method of data analysis included multiple regression analysis. The hypotesis was tested either simltaneously or partialy by using Sofware SPSS version 15.0. The result of the study showed thst the parole and leave of seeing the family either simultaneously or partially have significant effect on the behavior of the prisoners in the Rehabilitation Center Class I Medan. The calculated determinative coefficient ( R2) was of 77,1 %. It means that the dependent variable(behavior of prisoner) could be described by the independent variable ( parole and leave of seeing the family as of 77,1 % Whereas the remainning 22.9% could be described by the independent varible exluded in the model of the study.
