Research target is to know the influence of policy of parole and leave before free to over capacities of dweller in Social Institute of Class I, Medan. The following hypothesis of parole and leave before free have an effect on to over capacities of dweller in Social Institute of Class I, Medan. Research method in this research is with the approach survey, this research type is quantitative descriptive, and nature of its research is explanatory. Method of data collecting conducted with the interview questionnaire and documentation study. The model of data analysis used is doubled linear regression analysis. Population is entire officer residing in Social Institute of Class I, Medan which is amount to 189 people. Determination sum up the sample in this research uses the Slovin’s formula and sum up the sample research is 127 people. The result of research indicates that the variable of the parole and leave before free have an significant effect on to the reduction of over capacities. Tha assess determinant coefficient (R square) obtained by equal to 55,5%. This matter means that variable dependent that is explainable over convict capacities by independent variable of parole and leave before free equal to 55,5%. While the rest of equal to 44,5% is explained by other variable which is not packed into this research model.
