- The health policy analysis consists of knowledges which is part of the public health system. The application of health policy analysis is based on the cognitional process which provides information to resolve the complexity of the problem. In addition, the policy making is a political process. The substantive of health policy analysis consists of the understanding of health policy analysis, the formulation of policy problem, purpose, form, approach and the argument of policy. The understanding of the substantial policy analysis is expected to build a minded concept of public policy in the health stakeholders especially for practitioners and health academician. The portion of involment for practitioners and health academician in regions and more increase in the cognition process and the process of designing the health policy. It is accordance with the complexity of health problem and the application of health decentralization in Indonesian health development.
