- There are various factors predisposing capital investment circumstances, namely economical chance, political stability dan legal certainty. Indonesia, as the destination place of investment has some natural superiority. However, it is still weak on rule of law supremacy. It is caused by law system which cannot support investment circumstance starting from business establishment license up to the cost which must be paid in order to operate the company. Hence, it is necessary rule of law either in the form of law substance, law structure and law cultural in creating conducive investment circumstance.
