- Hospital is one of the health sector that has a mission to provide quality health services and affordable by the community. The National Health System of 2012 has identified the strategic problem of health resources encountered, such as policy planning and health human resources program is still weak and not yet supported by adequate health information system, and still less balanced between requirement and procurement various kind of human resources. Nursing staff is one of the health human resources that determines the quality of hospital services. Human Resource Management is a very important key to the success and progress of the organization including the hospital. Increased workload can affect the hospital services quality. Therefore it is necessary to examine how the balance the number of nursing personnel based on the workload in Inpatient Installation of Deli Serdang Hospital, Lubuk Pakam 2017. Based on the results of interviews and observations is known nursing personnel complaints because of the high workload, the complaints of the patients or his family, and has never done beforepowered of health human resources needs analysis especially on nursing staff based on the workload at RSUD Deli Serdang, Lubuk Pakam so researchers looked at the need for human resources needs analysis of nursing personnel using WISN method (Workload Indicator Staff Need) that will eventually be known how much is actually the number of nursing personnel needs in Inpatient Installation of RSUD Deli Serdang, Lubuk Pakam. This research used the descriptive research with quantitative data analysis and observation to obtain activity standard by using Workload Indicator Staff Need (WISN) based on work load which shows the number of nursing staff needs performed on 70 nursing personnel in 5 rooms in Inpatient Installation with visit the most patients are Akasiaia Room, Melur Room, Seroja Room, Melati Room, and Kenanga Room. Data obtained through questionnaires and observations that have been provided to the activities undertaken by nursing staff during working hours. The results used WISN method to calculate the number of nursing personnel needs based on the workload at the Inpatient Installation of RSUD Deli Serdang, Lubuk Pakam were Akasia Room 22 persons (available 15 persons), Melur Room 20 persons (available 15 persons), Seroja Room 18 persons (available 14 persons), 18 people (10 persons available) and 18 people (16 persons). Based on the research results, expected to the management of RSUD Deli Serdang, Lubuk Pakam especially the Nursing Department to manage carefully about the activities of nursing care so that nursing personnel were available in accordance with the required nursing personnel.
- Rumah Sakit merupakan salah satu sektor kesehatan yang mempunyai misi memberikan pelayanan kesehatan yang bermutu dan terjangkau oleh masyarakat. Sistem Kesehatan Nasional Tahun 2012 telah mengindentifikasikan masalah strategis sumber daya kesehatan yang dihadapi, yaitu perencanaan kebijakan dan program SDM kesehatan masih lemah dan belum didukung sistem informasi SDM kesehatan yang memadai, dan masih kurang serasinya antara kebutuhan dan pengadaan berbagai jenis SDM. Tenaga keperawatan merupakan salah satu SDM kesehatan yang menentukan kualitas dari pelayanan rumah sakit. Manajemen SDM adalah kunci yang sangat penting untuk keberhasilan dan kemajuan organisasi termasuk rumah sakit. Peningkatan beban kerja dapat memengaruhi kualitas dari pelayanan rumah sakit. Berdasarkan hasil wawancara dan observasi diketahui bahwa keluhan tenaga keperawatan karena tingginya beban kerja, adanya keluhan dari pasien maupun keluarganya, dan belum pernah dilakukan sebelumnya analisis kebutuhan tenaga SDM kesehatan khususnya tenaga keperawatan berdasarkan beban kerja di RSUD Deli Serdang, Lubuk Pakam sehingga peneliti memandang perlu dilakukan analisis kebutuhan SDM kesehatan tenaga perawat menggunakan metode WISN (Workload Indicator Staff Need) yang pada akhirnya akan dapat diketahui berapa sebenarnya jumlah kebutuhan tenaga keperawatan di ruang rawat inap RSUD Deli Serdang, Lubuk Pakam. Jenis penelitian ini merupakan penelitian deskriptif dengan analisa data kuantitatif serta observasi untuk memperoleh standar kegiatan dengan menggunakan metode Workload Indicator Staff Need (WISN) berdasarkan beban kerja yang menunjukkan jumlah kebutuhan tenaga keperawatan yang dilakukan pada 70 tenaga keperawatan di 5 ruangan di Instalasi Rawat Inap dengan kunjungan pasien terbanyak yaitu Ruang Akasia, Ruang Melur, Ruang Seroja, Ruang Melati, dan Ruang Kenanga. Data yang diperoleh melalui pengisian kuesioner dan observasi yang telah disediakan terhadap kegiatan yang dilakukan oleh tenaga keperawatan selama jam kerja. Hasil penelitian menggunakan metode WISN untuk menghitung kebutuhan jumlah tenaga keperawatan berdasarkan beban kerja di Instalasi Rawat Inap RSUD Deli Serdang, Lubuk Pakam adalah Ruang Akasia 22 orang (tersedia 15 orang), Ruang Melur 20 orang (tersedia 15 orang), Ruang Seroja 18 orang (tersedia 14 orang), Ruang Melati 18 orang (tersedia 10 orang) dan Ruang Kenanga 18 orang (tersedia 16 orang). Berdasarkan hasil penelitian, diharapkan kepada pihak Manajemen RSUD Deli Serdang, Lubuk Pakam khususnya Bagian Keperawatan untuk mengelola secara cermat mengenai kegiatan asuhan keperawatan sehingga tenaga keperawatan yang tersedia sesuai dengan tenaga keperawatan yang dibutuhkan.
