  • The purpose of this research is to improve activities and learning outcomes using learning model of cooperative learning, type of drilling snowball until it reaches at least 80%. This research is Class Action Research (CAR), where in every cycle consisted of two meetings, each cycle was done with four phase. Namely planning phase, implementation phase, observation phase and reflection phase. The data collection techniques in this study were by using test instruments, observations of teacher and students’ learning activities. In the first and second meeting of the first cycle, the number of students who attended the class was 37 students, while the number of students in the second cycle was 36 students. By the implementation of cooperative learning model, type of snowball drilling, students’ learning activities and learning outcomes increased. In cycle 1, the activity of students reached 73,3% at the first meeting and 80% at the second meeting. In cycle 2, the activity of students in creased to 86,7% at the first meeting and 93,4% at the second meeting. This is in accordance with pre-defined indicators of success that is >90%. Improving student learning out comes that have met the criteria for completeness minimal, in cycle 1 increased to 73% and in cycle 2 increased to 86%, this was in accordance with the indicators of success that is >80%. So that conclusions can be drawn from this study that the implementation of cooperative learning model, type of snowball drilling can increase activities and learning outcomes on Civics subject in fifth grade of Elementary School Penggung.
