- Tangerang City Regional Regulation Number 5 Of 2012 on the development of street children, homeless, beggars, and street singers is made to provide a livelihood and a decent life for street children, homeless, beggars, and street singer by making various efforts to improve the welfare, one of which is by fostering. The fostering that want to be implemented by the Regional Service Office Of Tangerang City is done through the social welfare service and rehabilitation program which is expected to solve and minimize the problem of social welfare. This research aims to describe the implementation of Tangerang City Regional Regulation Number 5 Of 2012 on the development of street children, homeless, beggars, and street singers. This research applies the quantitative method to a case study. This research uses Van Meter and Carl Van Horn theory. This research results concluded that the implementation of Tangerang City Regional Regulation Number 5 Of 2012 still experiences some obstacles, especially on limited human resources, budget, facilities, infrastructures, and the assertive attitude of the executors. The non-optimal variable has implications on the program’s lack of compatibility or lack of synergy that exist in the implementation level.
