- The problem is this research is the utilization of Trans Jabodetabek Bus that not optimum in Tangerang City because of the unstrategic terminal location. It seen from the less interest of society to use Mass Transportation, such as Trans Jabodetabek Bus. This research refers to the strategy management indicators, they are, Environment Observation, Strategy Fornulation, Strategy Implementation, and Controlling and Evaluation. This research indicators according to J. David Hunger and Thomas L. Wheelen (2003:9). The research methodology that used in this research is qualitative with aggregation data technic that done are through observation, interview, and documentation study. The informant consist of Department Transportation, public Corporation Djakarta Transporting Passengers (Perum PPD), Trans Jabdoetabek passengers and society. Based on the research result, performance management of Department Transportation at Tangerang cityis not optimal yet. During 2 years more this bus operated, the bus experiencing decrementof operationalhour to decrease bus operational cost. Loss happened and felt by Perum PPD because of not optimal operational then the income cannot cover the operational cost that spent, so socialization is needed for the society and set the location that easy to accessed by citizen of Tangerang City to create optimality of Trans Jabodetabek Bus and decrease the traffic from private vehicle users of Tangerang City society.
