- This paper is reviewing about transvestites who become a marginal subject to fight for their right as citizen. the rights focus on economy,social, and transvestites culture right as citizen or community of serang city. on process to fight for their right as citizen, surely there are a polemics that happened in transvestites environment of this serang city. therefore to understand a polemics which is happened in this community with the phenomenon with the existence of transvestites in this serang city. use the theory of marginalization from robert J dunne that discusses about a history of marginalization because there is overlap culture in serang city, and the confirmed by theory of human right by qamar, which content of theory economy,social and culture right according to muhtar, which is that theory have an indicators to justify the is a fulfillment of right or no againt transvestites group. methode used by researches in this search is qualitative methode with approach phenomenology The results of this research showing us about fulfillment rights that happened on this transvestites still can not be fulfilled as a citizen. because indicators on Social economic and cultural rights can not walk with what has been set, especially the marginal groove which happened on this transvestites group in serang city.
