- This research purpose to know the implementation of policy of Local Regulation (Perda) Number 10 Year 2012 about waste management in an effort to improve hygiene of Serang City in Banten Province. This study used qualitative methods with the researcher as an instrument of research, data and infrormation obtained from resource persons and supported by document, archvice and field research. Data collection methods are observation, interview, documents and audio visual. The results of this research that the implementation of waste management policies in Serang City has not been optimal, this can be from the absence of technical regulations and the implementation of policies such as Mayor Regulation or operational standard rules of waste management procedures, human resource personnel both in quality and quantity is still lackin, and the low level of public awareness of the environment. In other side there is lack of factors (1) to be obstacles to the goals and policy factors,(2) the sources of policy, (3) executive attides, (4) communication between implementing agencies, (5) implementing agencies (6) and environmental characteristics of the social, economic and political. From all that happened of fact, the writer said this regulation is not good enough was hoping.
