  • This research was conducted with the aim of obtaining a teaching material of mathematical literacy with a problem based learning approach based on the character and local culture on junior high school students who are valid and practical through the development process. The research method used in this research is Research and Development (R & D), using the development model proposed by Sugiyono (2012: 409) which consists of 10 steps and adapted based on the needs and ability of the researcher. The procedure steps are potential and problem, collecting data, product design, design validation, design revision, product trial and product revision. This study was conducted on June 20-26, 2018 at the residence of each respondent. This research product in the form of teaching material of mathematical literacy with problem based learning approach based on character and local culture in junior high school students is textbook with material of two variable linear equation system. The results showed that: (1) the quality of teaching materials was seen from the aspect of the validity and included in the category of good with an average score of 3.85 based on the assessment of mathematicians, based on the assessment of design experts including very good category with an average score of 4.23 and included very good criteria with an average score of 4.67 based on an assessment of education experts; (2) the quality of teaching materials viewed from the aspect of practicality included in the criteria is very good with an average score of 4.3 based on the results of student responses to teaching materials.
