- The purpose of this research is to find out: the management of TPA programs, the development of children under five, and the supporting and inhibiting factors in the management of TPA programs in improving the growth of children under five in Tunas Insan Kamil Day Care Serang City. This research uses qualitative approach with descriptive method. Technique of collecting data by observation, interview and documentation study. Research steps through orientation, exploration, and member check. Processing techniques and data analysis in this study include data reduction, data presentation and drawing conclusions. Based on the research result, it is concluded that 1) the management of TPA program in improving the growth of children under five years has been running well, the manager performs the stages of planning, organizing, actuating and controlling. 2) results of growth and development of children under five consist of four aspects of child development including cognitive, motor, personal-social and language development. 3) supporting and inhibiting factors in the management of TPA program that is influenced by the motivation of citizens of learning / parents, the competence of teachers / carers, facilities and infrastructure, social environment and network cooperation.
