Keywords: Role, BKBPMP, Early Marriage The research is motivated by the role of Family Planning, Woman and Society Empowerment Board (BKBPMP) Serang who has not optimal, the research used grounded theory of Biddle & Thomas in Sarwono (2008: 216). The research used qualitative approach. The informants in this research are the Head of BKBPMP Serang regency, Division Head of IKAP , Division Head of KR, Head of Kadu Beureum Village, Head of Social Welfare Kadu Bereum, Community Leaders, The Parents (Mothers), prince and Youth spouses of fertile age (EFA ) according wife age <20 years. Analysis of the data in this study used a model from Prasetya Irawan. The results showed that as well BKBPMP coordinating role within the structure of the administration and coordination directly to the public. But in fact, the role of Family Planning, Woman and Society Empowerment Board (BKBPMP) Serang not running optimally. Recommendations can be given, BKBPMP can improve further dissemination and outreach to the community or village and gives understanding to the community, especially about the socialization of the Marriage Law and reproductive health issues for early childhood. So the role of Family Planning, Woman and Society Empowerment Board (BKBPMP) may be optimized as expected by the BKBPMP and especially expected by society.
