This study discusses the implementation of environmental management policies (A Case Study of the Indonesian Government Regulation No. 82 of 2001 Concerning the Management of Water Quality and Water Pollution Control Sand Mining In District Cimarga Lebak). The goal is to know the implementation of environmental management policies by the local governments in the management of water quality and water pollution control sand mining in the district Cimarga swampy district. The method used is descriptive research method with qualitative approach. The results of this study based on the theory of Edwards III, communication, resources, disposition and bureaucratic structure. The results showed that the aspect of communication, resources, disposition and bureaucratic structure to the implementation of environmental management policies in Lebak especially on Water Quality Management and Water Pollution Control. In the implementation of environmental management policies cimarga region still faced with many obstacles in the form of limited human resources who have experience and knowledge / skills in the field of environmental management. The participation rate of the district local government agencies lebak still low, and monitoring of the environment is less than optimal. It is advisable for businesses to sand mining has environmental permits in order to maintain the quality of river water and the environment in the district of Lebak regency cimarga not polluted.
