- The focus of this research is the Implementation of Self- supporting Housing Stimulant Aid Programme in Petir Serang Regency. The background of this research concerns that change-implementation guidance and in technical instructions, suboptimal socialization, low public support, the grant recipient has not accepted intact, for purchases not effected by the recipient, the limited competence of Community Self-supporting Group, the work was not done according to basic tasks and functions each implementer, and less details schedule thawing. The research method used is qualitative research methods. The theory used is implementation theory Jones (1996). Data collection techniques used are observation, interview, and study documentation. Data analysis technique used is technical analysis data by Miles and Huberman. The results showed that implementation of the Self-supporting Housing Stimulant Aid Programme in District of Petir Serang Regency is not optimal due to the implementation of Community Self- supporting Group and the Community Self- Supporting Organization is not functioning properly, the implementation is not fully in accordance with the regulations, the absence of guidelines, technical guidelines, as well as the Standard Operational Procedures (SOP), a clear work program and schedule of activities for sure. In order to make the implementation is optimal, there should be guidelines, technical guidelines, SOP, and a clear work program and schedule of activities for sure.
