- Water quality management and water pollution control aims to maintain the availability of water at the sources of water to meet the water quality criteria according to their distribution in a sustainable manner. In the implementation of local regulation,government district of Tangerang faced with various problems, such as not optimal coordination of monitoring pollution,lack of coordination in granting discharge permit, socialization local regulation not optimal, there are still many industries that violete local regulation and not have mayor regulation. The research focused on how the regulation implemented in the district of Tangerang. The purpose of the research was to how to implementation of these local regulation.The methods that used on this research is qualitative descriptive whichanalyzed by model of policy implementation theory from Merille S. Grindle.The research result showed that implementation of these local regulation is not optimalbecause four of nine indicator policy implementation from Merille S. Grindle has not been implemented maximally, including interests affected, program implementer, power, interest and strategy of actor involved, compliance and responsiveness from implementer. Research suggest that local regulationto be more optimal increase oversight of large scale industry, types of small and medium scale enterprise, as well as conduct through socialization to the whole of stakeholders involved in the implementation of local regulation.
