- This research focuses on the Implementation of Water Supply and Sanitation Program to knowhow successful the implementation of the program see by the supporting and unsupporting factors. This program is made to increase total amound of citizen that not only can access water and sanitation but also practice clean and healthy living. The research method is descriptive methodology in qualitative approach. The instrument is the researcher herself based on the indicators of policy implementation theory by Merilee S. Grindle. The indicators are content of policy and context of policy. The data analyzing technique is interactive analysis technique by Miles and Huberman. The result of this research is the implementation had not gone well. The lack of professional work and strick sanctions, limitation of SDM, and the lack of participation from citizen toward this program. The researcher suggest that the executive should increase their performance in order to be professional and responsible. Keyword: Implementation Program, Water supply, Sanitation
